The answer is that Microsoft does only support Windows 10 on Kaby Lake, and no prior operating system. Given that as of late 2017, Windows 7 is still ahead of Windows 10 worldwide (per statcounter GlobalStats), a large number of users do not (yet) want to switch to Windows 10, and so GammaTech also ships the new SA14 with Skylake chips.
